Michelle has been a resident of the Willamette Valley region for 48 years. She is a local rural business owner and nonprofit director with over 30 years of experience in grassroots leadership, community development, and education. Michelle ran for State Representative in 2022 to ensure that rural residents would have a voice at the legislative table. This year, the stakes are even higher, Extreme opposition threatens our rights to body autonomy, healthcare access, clean air and water, religious freedom, and public education.
Michelle is running again in 2024, prioritizing integrity and accountability as part of a common ground community engagement approach, with the intent to catalyze all HD12 citizens to find real solutions.
Michelle believes that diversity strengthens our communities, and lends perspective to solve complicated problems. Vote Emmons for Oregon and let's start LEADING OREGON TOGETHER!

House District 12 (HD12), the "Gateway to the Cascades," is vital to Oregon's economy. Our communities serve as custodians to an extensive network of natural resources and outdoor recreation areas, ensuring water quality for the entire Willamette Valley which is home to 70% of the state's population! With over 170 crops produced annually, the Willamette Valley is among the most agriculturally diverse regions globally, impacting timber supply chains across domestic and international boundaries. Our communities deserve a voice in policy development that aligns with our values, protects our quality of life and ensures a sustainable future for all our citizens.
STRONG LOCAL ECONOMIES
As your representative, I will fight for high-quality education, workforce innovation, affordable housing, increased business investment, and upgrading infrastructure required to meet the needs of existing and expanding communities.
HEALTHCARE, EMS, PUBLIC SAFETY
Our communities deserve fair access to basic services such as healthcare, emergency assistance, and public safety. We need improved access to social services and mental health care for our most vulnerable residents, while increasing capacity for law enforcement and emergency medical personnel to be more effective. I also support more accountability at the State level to engage in strategic pathways for rehabilitation and addiction treatment using the tools we already have in place.
NATURAL RESOURCES
Oregon must address climate impact with legislative policies that don't impose undue hardships on rural areas, and stabilization for recovery resources where disaster strikes. Equal access to clean air and water must be ensured through efficient land use rules, while striking a balance between sustainability and economic benefits that prioritize local residents.
